Bernie Thoma, from Thoma Development Consultants, provided updated information regarding possible grants opportunities for the Village of Nunda based on the immediate needs outlined to him. USDA-Rural Development is backlogged. However, the Community Block Development Grant is a very feasible option to address the water line to be installed from the backup well to the Waste Water Treatment Plant as required by DEC. Mr. Thoma has been in contact with Chalie Philion from the NYS Office for Small Cities. One requirement of the grant application is to submit surveys completed by residents, demonstrating the financial need of the community. Surveys completed in 2005 are no longer valid.  In addition, a letter needs to be sent to DEC requesting an extension of the SPDES Permit and informing them of the action being taken by the Village. Two Public Hearings will be required before the submission deadline of May 27, 2011. Awards will be presented in late summer/early fall. If awarded, construction could begin by Spring 2012.

BE IT RESOLVED that the Village of Nunda apply for a Community Block Development Grant and notify DEC of this action, requesting an extension of the SPDES Permit. Thoma Development Consultants are permitted to conduct a financial survey of residents, as required for the grant application. Mayor Simmons made the motion, seconded by Deputy Mayor Morgan. Carried 5-0.
